The Consolidated Omnibus Budget Reconciliation Act (COBRA) is a law passed by Congress in 1985 that mandates that a Group Health Plan (GHP) must give employees the ability to continue coverage after leaving employment.
Eligibility
Employers
Generally, employers with at least 20 employees are required to offer COBRA.
Participants
Former employees can elect to enroll in COBRA after termination.
